I agree with Chris, as this looks to be more of a breakwall of rip-rap out in the mouth of the bay, though it will be fancied up by covering it with pebbles and eventually some sand/grass. Looks like they will start the beach-y feel by dredging up some sand at the start. But this illustration suggests that unless you take a canoe or paddleboard, there won’t be a way to get out there to rig and launch.
Presque Isle, in Erie PA, has something like this, though there they’ve built rip-rap breakwalls in a line all the way out to the end of the peninsula (~8 miles). The walls DO make it easier to get out when an onshore wind is high with accompanying waves, though it can be “exciting” as you squeeze in the slot between two breakwalls. And even more exciting on the way back in, where there is less room for error. That’s probably more of an issue for windsurfers, but kiters could end up having a dicey time too. What this breakwall will probably provide the most is some flat water on a Nor’Easter.
Haven’t been to Braddock Bay, but from Google Earth it’s not totally clear to me where you launch…I presume at the base of the point on the SE corner, where there appears to be a parking lot and grassy rigging area.
